Windows 10 loading animation over BIOS flash screen

I just reinstalled Windows and when I boot my PC, the Windows animation appears over the BIOS flash screen.

I was wondering wether this is a bad thing or not? And if there's a way to fix it?

Run>msconfig>Boot tab>click "No GUI Boot"

i'm not entirely clear about your description but it does sound normal. my asus mobo logo appears above the windows animated circle when it is starting up
