Windows 10 lose time date not biose battery

So when I startup my pc from off or it has been unplugged, as soon as the machine starts after log on the date and year go's way in to the future to March 11 2245. I can change it manually back to the right date then sync it up to net. It will not auto sync with date so advanced, because all certificates have expired. My Nod32 stops working because date is way expired even after date change. SO I restart it and everything works great.

If it restarts or needs restart no problems, happen only on complete power off or power failure.

I replaced battery in bios at first, however bios never looses the date or time as well as all settings. I made sure jumper for cmos is correct (note it will not power on in rest jump)
So I installed windows 10 pro, 5 times now with fresh install nothing works.
I have tried setting up services to auto start on boot for time, I even tried making a task that will force it to correct the time and date. Neither seem to work.

When it happens I go to services the service is set to manual and not running. I then start it. no matter if set to auto or manual it always go's back to manual. Task seems not start it.

I use multi os however I use bios to control all the boot ups. This does not happen in my backbox os, Ubuntu 15.10 os, or android os. It only happens in windows 10.

I have very little software running on the machine that could cause the problem and I have all updates installed. All drivers are up to date and no drivers missing. I do not use windows 10 on this machine all that much to piss me off yet, however want to solve this.

Amd FX 9590 4.8 Ghz

NVidia gtx 770
EVGA 08G-D3-2400-MR 2400 SuperSC DDR3 Series (8GB) x2 for total 16GB

Let me know if you have any information or throw at me something I have not tried yet.

I been using it for 10 months now. It has H110i GTX and seems to run fine with out any issue. when using Linux based os's. I never had the issue till I run it on windows 10. With windows 7, I never had any problems either.
 
It seems to be only OS related. I been running 24/7/365 other then restarts, and no issues with windows 7. I have tried my windows 10 multi times over the year and same issue.
Since I don't use windows as often as I use Linux on this machine, it is not a big issue. I have stepped away from AMD and staying with intel for now on. got the a I7-6900k with the new ddr4 memory and this should be good for me for a few years, Windows 10 works great on it.
