Windows 10 low fps in games compared to Windows 7

So I just upgraded to Windows 10 and I usually got around 90-100 fps on CSGO on Windows 7 but now when I run it I don't get more than 40 and I don't know where is the problem I tried to unpark cores (but I've read that they disabeld core parking for Windows 10 but I tried it just in case) that didn't help. Also turned off xbox dvr in registry editor and installed all updates on Windows but same thing. Also the drivers for graphics and cpu were auto installed, Device in question is my laptop. I hope you guys can help me solve this since I really like the Windows 10 and wouldn't really want to go back unless it's really necesary.

Uninstall Xbox app altogether using PowerShell; update your Windows, and drivers manually, if possible, to the latest versions. Also make sure that you uncapped your FPS in the in-game settings (turn off Vertical synchronization as well).

Also downlaod speccy and make sure all components are installed.
Under the graphics section what does it state under 'name'?

Make sure your monitor is plugged into your GPU.
Also check temps and ensure they are not too high.

Go into power settings and change to 'high performance'.
