Question Windows 10 lowering my overclock and setting a higher core voltage offset?

Intel 4770k, msi z87-g45. Boot into bios, 4.4ghz no problems. Win 10 (ver 20H2 19042.685), launch hwmonitor and now my core voltage is offset by +.070 and my overlock is now 4100 mhz. Why? Try to change it with intel tuning utility and it just stays at 4.1ghz.

Also tried the mcupdate dll fix and still didn't work

edit: So there was another mcupdate dll hiding in syswow. And then I also set my cpu ratio to fixed in the bios and that did it
