According to the video and what I know of, that pretty much applies ONLY to apps/games bought through windows STORE.
so if you use any other provider, Uplay, EA store, steam, whatever else, it wont change how they work.
I'm pretty 99.999% sure that windows 10 does not stop you from modding games. Only way it might somehow stop some 3rd party functionality (like mod managers) is if you install steam/mod managers in program files which is under "windows protected places" list.
so.. Install things elsewhere like c:\steam or c:\games instead and you can avoid those problems also.
