Windows 10 no video input after trying to boot into safe mode

I tried to start Windows 10 in safe mode, now when it boots up nothing appears on the screen except for a no video input message. I've tried restarting the computer using the power button several times, nothing ever happens on the monitor. I've tried a Windows 10 USB flash drive that I initially used to install windows, again nothing shows up on the monitor. I have 2 identical computers, they both have a motherboard that is capable of using a GPU, but they both are using a CPU without graphics. Instead, both are using a graphics card. I'm assuming it's trying to boot using the graphics on the motherboard instead of the graphics card? Is there anyway I can get it to boot using the graphics card? Is there something I can copy off the identical computer that is working?

Motherboard is a: Gigabyte AMD FM2+ A68H SATA 6Gb/s USB 3.0 mATX ATX DDR3 2133 NA Motherboards GA-F2A68HM-H

Graphics card is a: EVGA GeForce 8400 GS Passive 1024 MB DDR3 PCI Express 2.0 Graphics Card DVI/HDMI/VGA, 01G-P3-1303-KR

CPU is a: AMD Athlon X4 860K with 95W Thermal Solution 3.7 GHz Socket FM2+ AD860KXBJASBX

Can you please try hard resetting your computer? Assuming that it's a laptop, you can do so by following the below steps:

> Turn off your laptop.

> Unplug it from the power supply.

> Pull out its battery.

> Press and hold down the Power button for 45 to 60 seconds.

> Release the Power button.

> Connect the laptop back to the power outlet.

> Power on the laptop and see if the issue is resolved.
