Windows 10 not able to sign in

Sign in page comes up after restarting Windows 10 but when I left click on mouse to open password box it does not appear and page rolls upward leaving but displays same page.If Imake any key stroke the page behaves the same

After restarting computer the sign in page appears but when I click middle of page the password box does not appear and I cannot get to my desktop. The page rolls upward when I click the page with mouse or enter keystroke.
I have used automatic repair and tried using restore points but still does the same thing.
Before restore restarts a text box appears with message that startup has problem.
