Question Windows 10 not booting/installing usb only if voltage is increased (new build)

Asus strix b450 f gaming and b450 tomahawk (motherboards) x2 tested
Vengeance LPX 3000hz 2 x 8gb
Ryzen 5 2600
1070ti
Be quiet 600w psu silver +

Issue
So these are new parts apart from psu and gfx card, the problem is installing windows via usb(freezing on installation pages before even selecting a drive) or booting windows, I can only successfully do this if the cpu is slightly oc’d from stock.

Does anyone think the cpu could be faulty, I thought it was the MB so I bought a 2nd one but have same issue

Oh yeah I have, forgot to mention, but USB ports or keys are not the issue, I have used them to install windows on another build same day, only works when increasing vcore on cpu

Having to change the CPU voltage just to do the install indicates something is wrong.Easiest cheapest thing to try is a different USB stick. Regardless of whether it works in a different PC.

If it still fails, then you have other major issues.

Knew it was pointless coming here, I told you I already have. that’s a common sense thing to do I have also tried cd this had nothing to do with a usb stick I even went and bought a new one and used Rufus and windows media creation
