I recently bought a new 3TB Hard drive and i've put it in with the old 1TB HD so I can switch between the two (as my PC doesn't support RAID).

When I try and install Windows 10 Pro from a USB onto the new Hard drive it says "couldn't create a new partition, see boot log for more info"

What can I do?

Solution
I would only have the hdd you want windows 10 installed on, in the PC, when you install Win 10. Otherwise windows might see the old install and use the boot partition on it rather than make a new one.

What are details of the PC?

Sometimes it helps to use diskpart to create partitions on the drive before you run the installer
try formatting drive and then run the installer - https://www.windowscentral.com/how-clean-and-format-storage-drive-using-diskpart-windows-10
