Windows 10 Not showing all RAM

Not sure what's going on here, I've got 24 gigs of ram in the mobo, but system is only reading and utilizing 16 gigs. I'd say it's from mixing sticks (as detailed below), but the system has always used all 24 gigs in the past.

Specs as follows:

Win 10 Creators Update
Asus X79 Pro board
EVGA 980ti hybrid
16GB g skill 1866 ripjaws z RAM
8GB Kingston HyperX RAM
OS on SSD
Everything else on HDD with a second SSD set up for SSD Caching

there are mix so might not have same jedec why you dont memtest htem and you could remove the 8 gig one . so they work as single channel and not dual use cpu-z to check speed and ram value .
