Windows 10 not shutting system down

I am currently working on an HP Pavilion p7-1154. The problem that I am having is that when I tell it to shut down, the display dies and it appears that the HDD has stopped spinning, but the power light is still on and all the fans are running (case, CPU, PSU) along with being able to open and close the DVD drive. I did replace the HDD and installed a video card in this system.

When I've looked up fixes for this, one of the things that comes up the most is to update the Intel Management Engine. The problem with that idea is that this system is AMD.

What I have done so far:
Attempted to change settings in the power management and updated chipset.

Disconnected HDD and ran a LiveCD version of Linux. Shut down properly.

Reconnected HDD and ran the Linux disk. Shut down properly.

Reconnected the original HDD. Thinking it might be a driver issue, backed up the drivers from the original drive. Original drive shut down properly. This drive also had 10.

Installed drivers into Windows. Still not shutting down.

Got frustrated and reinstalled Windows. Reinstalled the drivers from the original drive. No updates have been done since reinstall. Still not shutting down.

Does anybody have any ideas?
