Windows 10 not starting properly sometimes

Lately I've been having an issue on my little Asus 1830T with windows 10. It will boot up and take forever on the "Welcome" screen, then load and just show the battery icon in the lower right. It happens 2/3 times I start the laptop. I've gone to safe mode and ran dism restorehealth 4 or 5 times and sfc scannow says there was no issue. Any other ideas other than a clean install? That may end up being what I do.

Definitely would recommend a clean install.
I did on mine and most bugs that appear seems to be gone.
