Windows 10 not working properly

updated to windows 10 and now I cant go to control panel or display settings it give me this screen or it just doesn't open I have done a clean install and windows 10 shows its activated

Click the start button
Click Settings
Click update and Security
Click Recovery
Click on "Go back to Windows 7" or "Go back to Windows 8.1"

By that, do you mean you formatted before you installed windows 10? because if you've formatted the drive then you can't go back as my instructions above state. However, I would just format again and install your prior version. I was forced to go back on my laptop because the HDMI port was not recognized.
