Windows 10 only showing base clock speed in system properties

This might sound like a noob question but this is what I'm getting

In all of the previous machines that I've owned (which were all laptops), I had the base clock speed on the left and the turbo speed on the right. But that clearly isn't the case here.

I have turbo boost enabled in the BIOS and it even says that it can go up to 4.2 GHz.

Is Windows really preventing me from overclocking or is the reading wrong?
 
So both CPU-Z and the Windows Task Manager show my clock speed as higher than that. I guess I have nothing to worry about :wahoo:

I'm still curious to know what the other speed is though.
