Windows 10 only uses 92% maximum CPU frequency

I need some help and this one has me stumped:

First the specs:
e8400 @ stock speed
ep43-ud3l - F4 Bios
8GB ddr2 @ 800
Windows 10 64 bit
GTX 660

The problem: Windows will not use more than 92% cpu frequency - I have loaded the CPU used CPU stress test = Windows will not go above 92%.
*On the stress test my CPU never pushed passed 60 degrees and idles at 38
*It should be noted I never had this problem with windows 7

What I have tried:
Power options High performance - min / max step at 100%
Bios options: disabled everything to do with CPU throttling
CPU-Z: Reads my CPU @ 2999 with 333 x 9 Buss/multiplier

However windows in the performance tab will not go above 92% frequency at 2.75.


Any ideas or help will be greatly appreciated!!

Yes, it's that bad as far as showing the speed. It does well for other things like usage. But however they are getting the speed, they are doing it wrong. You can even check speed in other software like hwmonitor, coretemp, realtemp, intel xtu, plenty of others, and I bet they all prove task manager wrong.
