So, I recently updated to Windows 10 and when I signed into the Xbox app for the first time I noticed a Windows popup or whatever they are called. It said something about not being able to find files and they are on a different network or something with the title Outlook MUI 2013 or something like that. I couldn't exit out because it would have another pop up (That I'm not bothered to read) so I close it from the task manager and carry on. It came up again then later in the day, and it was starting to annoy me. Then I noticed that It came with a little different loading bar that said Please wait while Windows configures Microsoft Outlook MUI (English) 2013. So I said to myself, "Ok I guess I'll just wait for this to finish and the pop up will go away. Well guess what? That's right, it never finished. This problem came up(about) a week ago and this loading bar and pop up are on my PC all the time I'm using. Unless I close it with the task manager of which it will just come back again later. I have left this my PC running for days just to get this loading bar to Finish, but it doesn't. I can't tell but it either goes up and then back down or just stays them same but it is extremely irritating. It might be because I deleted Outlook because I thought it would fix it but that was after I already left the loading bar on for a few hours. It's even more frustrating because I can open the mail app and open my Outlook email anyway, so whats the big deal? Any reply would be appreciated as I have a lot of problems with my PC and this would be one less to be mad about lol. Thanks in advance.

It's probably because you deleted Outlook's files instead of uninstalling it.
Basically you murdered Outlook and didn't tell anyone so people are still trying to call Outlook to make sure it's doing okay.

So what should I do? Redownload?

Do you know how I can download it? Looked it up but nothing there worked. I have a genuine version of Windows so do I still have to pay for office? Or at least outlook? When I went to the Microsoft website it said Outlook was over $100 and I can pay that much for something I won't even use :\

Well, you can always do a clean (delete everything) reinstall of windows, that's free.
