Windows 10 PC stuck on "Choose an Option" Loop

Tried all options several times but return to the choose option page. Eventually I got in but wondering what to do if happens again.

Relatively new gaming Cyberpower PC. Inexperienced user. Only installed windows 10 on it.

It's a PC Not sure Was not on it for a few hours and started out this way.
