Windows 10 PC Stuttering Suddenly

My PC started to stutter and lag for no reason in a game today (Warframe). The cursor lags, the audio lags, the video lags, basically everything is lagging. I was also downloading State Of Decay 2, and to do so had to open the Windows 10 Microsoft store.

Going offline by unplugging my ethernet cable got rid of the lag and put my pc back to normal. Opening task manager started to make it lag again, and when it opened fully went back to normal.


Things I've tried but didn't work
-Restarting PC.
-Stress testing CPU did not reproduce lag.
-Playing an offline game (MGSV) did not reproduce lag, but opening any other program does? What??
-CHKDSK no issues found. Nothing repaired.

Things that lag PC
-Going online.
-Opening discord.
-Messages sent through discord.
-Opening literally any program.
-The more complex the program the more severe the lag gets. Opening notepad lags the pc for about 4 seconds compared to opening chrome which makes it lag so hard for a minute till it opens up fully. What I dont understand is how playing MGSV did not lag at all. Maybe cause it loaded up everything for the game?
-Searching something up on Chrome makes the pc lag for a few seconds.

Hello!

It seems like any "internet" task makes the PC Lags.

If i was you i would try the following steps first.

1. Update network drivers (Yes i can work, i had it with a customer and it fixed the problem), download the official driver from your motherboards website.

2. Try safe mode, with internet and without (Spam f8 on boot to get safemode or just exit windows while holding shift).

3. Basic advice: Run virusscan/malware scan.

4. If you can find any more details feel free to share them with me, i'm here to help and give any advice i can with the next information.

Solution
To me, your description seems to point to a problem with the system trying to read data from some (or many) parts of the C drive. In addition to to Dion's suggestions above, I would also run the chkdsk tool again, but this time open an administrative Command Prompt (or PowerShell) and type the command below:

chkdsk /r C:

Reboot the computer and let the tool complete. It may take awhile, depending on the size of the drive and if the scan finds anything. It may seem odd, given that you've already run it, but I have actually witnessed chkdsk being run on a known faulty drive and reporting nothing wrong if no advanced options (such as the switches /f or /r) were specified.
 
PC is now being normal after fourth restart. Have no idea what happened before. I checked for network driver updates through the device manager and it said all was good. No lag so far. I'll update this thread if it the issue arises again. Thank you!
