Windows 10 pro less ram usable than installed

So I just built a system that houses :
-ryzen 2700x
-Msi x370 gaming pro carbon
-16 gb g.skill f4 3200mhz ddr4 (2x8)
-msi gtx 980
-x1 1tb toshiba red hdd
-x1 2tb toshiba red hdd
-x1 120gb ssd
-corsair tx 750w psu
My issue is that my bios recognizes the 16gb, but when i check my ram in the system settings it says that only 7.95 are usable, and that 8.1 are system reserved.
Now i have tried everything i could find, msconfig does not work, regedit neither, have been looking for the remapping feature and cant find that in the bios, i have tried everything and am so desperate. I'd hope i dont have to install windows 10 pro again since i have had some major troubleshooting issues and have finally solved all of em except the ram one.

Its fine. Windows has reserved 8.1gb to use and the other 7.95 are available to software. Go to your task manager and see what that says. Your full 16 should be listed, but not necessarily available.

How is that fine? Im getting warnings everywhere (games and other software) that my ram amount i low for the current task, and yes when I open task manager it lists 16gb

You're getting warnings of low memory? Yeah, thats not fine... Have you looked at what processes are eating it up?
