Windows 10 problem

I did a factory reset (windows 10) ,so my 2nd pc could run faster and when i did it everything went as planned but when i turned the computer on it seems windows hasnt been completely installed because my mouse and my keyboard werent working..They work in BIOS (before windows starts)...
I even tried reparing it with a windows tool that i put on my usb drive and it didnt work cuz it wouldnt even boot the usb drive up...i really need help with this!Thanks

from a working pc use an 8g usb stick make a new usb windows 10 usb stick from the windows media creation tool. then wipe and reinstall windows.

Thats the problem cuz i dont know how because i cant access the boot option to select
