Question Windows 10 Problems

So I'm having these problems since late November 2019. Even after I tried reinstalling Windows 10 using MediaCreationTool, Rufus, extract to USB using WinRar. It keeps coming back. I'm tired af of these problems. The problems are, UAC keeps popping up if I tried to eject my USB, regardless of my choice, it still ejects. Another problem is the taskbar bug. That tells you the item may have been deleted or removed. It happens on all of the programs that are pinned to the taskbar. I've tried restart explorer using Task Manager. No luck. Even fresh installs does this. It's so tiring to do this over and over again and it keeps coming. I'm on Windows 10 1909 64-bit version.

When you reinstalled, did you use an account linked to an email address you registered windows with? Just trying to figure out how windows problems can survive a reinstall. Its possible its a setting that is saved on a roaming server and when you logon it makes the setting again.

try making a new local account and see if it still happens

make it admin
you can copy contents of C;/users/oldusernamefolder onto c:/users/newusernamefolder (these folders don't exist, they just placeholder names for your usernames) so that your new user has same access to installed programs. It shouldn't recreate same problem.
if it fixes, its simple to swap, no reinstalls needed.

Yes, I used the same account that has my digital license linked to. Yea, I didn't think of it that way. I thought like maybe it was random? Windows 10 bug? Okay, I'll try both of them. I'll tell you if it did it.

So I've turned off the sync, deleted the sync on OneDrive, tried making a local account but the taskbar bug is stil there. So what should I do now? Live with it or like reinstall? Btw, those MediaCreationTool errors are tiring, is it fine if i just download the Win10 ISO using my phone, so just straight ahead download the ISO, no media creation tool then extract it to my usb? Done it before but is it okay tho?

How to know if my pc is healthy or not? I forgot the error code but the solutions are always try to delete windows temp files as one of the solutions. By phone, I kinda meant use Chrome Developer Tools to make it seem that I am using a phone while actually using a computer.
what media creation tool errors? Sounds to me like you need to use a healthy PC to make the ISO on, not the one you are installing onto.

I know there used to be a way to get the ISO instead of using MCT - this might still work: https://www.howtogeek.com/427223/how-to-download-a-windows-10-iso-without-the-media-creation-tool/

Not sure using a phone is ideal, might help to use a PC if you can.
So extract the ISO to my usb is bad, or is it fine? Same output.
