Windows 10 Program Minimize problem

Hi there, when I have a program maximized then go to open another program from the taskbar, as soon as I move the mouse off the taskbar, it closes the one I just opened and back to the original program.

This only happens when the program I open is not maximized (Hope this makes sense). So my mouse goes over to the maximized program in the background and focuses on that, minimizing the stacked window I just opened. How can I stop this?

You have to click on it...

When you have multiple windows of the same program open (e.g. Chrome) and you hover that program's icon in the taskbar, Windows will show you a preview of that program. When you hover over the previews, it will overlay that preview over your current open window. To make the preview permanent and actually open the window, you have to click on the preview when it shows up in taskbar.
