Windows 10 Random FPS drops during gaming

So Ive been playing games like PUBG, League, Overwatch, etc. Whenever im gaming, i usually have 60+ fps on all games. But since upgrading to a GTX 1070 & getting windows 10 ive had lots of lag spikes where i drop all the way to 5-10 fps. i know my card isn't over heating since i can monitor the temp. and my cpu has a cooler that should be more than enough. Sorry for the short description, i can give more details if they are needed.

(I have two(2) monitors right now, both 1080p, one is a 27" and the other is a 24"; I already ordered Two(2) 27" Widescreens(2017/7/26)

Here are my PC specs if they can be any use:
GPU: GeForce GTX 1070
CPU: AMD FX-8370
Motherboard: Msi 970 Gaming
Memory: 16 GB RAM
Current resolution: 1920 x 1080, 60Hz
Operating system: Microsoft Windows 10 Pro

Already using it. have all my games optimised and debugged

Did you have a clean install of your current drivers? Use ddu to wipe out any remaining drivers and reinstall the latest official drivers from nvidia

Ive tried that, Ive also tried:
Reinstalling windows
Reinstalling my games and steam
Driver updates
background process removals

Just try stopping updates, disabling onedrive, disabling firewall.
