windows 10 reboot loop

ok. i brought a custom built pc installed 8.1 windows on it and upgraded to 10 yesterday, 5 hours later it shut down and went in a reboot loop

now all i see is the windows logo and the loading circle which gives me restarts over and over

so i went out and brought a fresh copy of windows 10 home oem for a fresh install

inserted the disk into the dvd drive and loaded up a reinstall, however

it just restarted again and again,

i formatted my ssd to clear this but putting my ssd back on the computer it just still does the reboot loop..

how can i fix this when it trys the same process over and over again.

also how can windows still be on a formatted ssd for fresh install??

even tried another ssd with the same outcome, also upgraded my motherboard and STILL it reboots on the windows loading screen??

ok, i managed to unstick my reboot loop. my pc wont run on all active cpu cores , i changed this to 1 core in bios settings , this let me set up a new install of wins 10 no problem. i will answer my own question even know im a pc noob
