what type of reset did you do? remove all or keep files and settings? Either way, I think a fresh install is best choice here.
On another PC, download the
Windows 10 media creation tool and use it to make a win 10 installer on USB
If you tried to keep files/settings, we can try to rescue data before running full install -
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose command prompt
type
notepad and press enter
this opens notepad. In notepad, go to file>open and it will open file explorer
use file explorer to copy data around to save it if necessary
If remove all, it doesn't look like it worked. It appears broken
After a broken reset, I would suggest a fresh install
