Windows 10 Reset

This morning I booted up my windows 10 machine as usually and I wanted to play Cod mw2.The multiplayer was not opening and I thought that it was just a temporary situation.
I opened google chrome and I get this error "The application was unable to start correctly (0xc00007b).Then I get the same error at mw2 and almost everything.Also when I tried to open task manager it required an UAC prompt????
The windows 10 Build In apps would just open and dissappear in 1 second.
I was confused and thought that a restart may fix it.It restarted normaly until the windows boot screen.
I noticed that after it showed the normal boot screen,the screen went black for a second and the dots going like a circle were laggy.Windows 10 was in a boot loop.
After trying a ton of things to fix it(It could boot on safe mode though)I ended up resetting my pc.It went on the same proccess as before(I have resetted it once),after it went 100% it showed me the login screen it started the Getting Ready thing where it says "Hi,we have updated your pc"etc...
It stucked on "We're setting up things for you" for an hour.I pressed Ctrl Alt Delete and tried to open task manager but the welcome screen was stuck like that and I couldn't move my mouse but I could still open Ctr Alt Delete.
I restarted my pc and windows started with a black screen.Opened task manager and saw that Explorer.exe was not there so I decided to open it manually.But Explorer.exe just kept dissapearing from task manager.Chkdsk and sfc scannow didn't show any error.

Long story short,After resetting my pc to fix a bootloop Explorer won't start.

I have no clue what to do please help me.
 
Solution
Restore from a recent backup. If you don't have one, you've just had a lesson from the school of hard knocks for why you need to.
