Windows 10 restarted, repaired and now shows blue screen and doesn't save my settings.

My windows 10 restarted after I had to restart my pc because the taskbar and Task Manager had stopped working, however when I restarted the pc it did some "repairs" and now everytime I restart my PC and try to login, it shows this screen

then it shows a OneDrive Screen as if I was installing windows again, then it logs in and the settings of the PC seems to be reseted. Everything is installed but my downloads,pictures,videos are missing.

Does anyone know whats going on?

As a last resort, how do I format my windows 10? Do I just go to the microsoft website and download the windows 10 intallation manager? I want to choose the option that keeps the installed stuff and resets everything else.

Before you try to re-install (yes you can choose to keep everything) try repairing Win 10 first. The process is the same, I used a large USB and downloaded win 10. When you boot from USB, it will ask you if you want to repair. Try it. It does sometimes fix itself. It appears that the boot sector may have become unstable or corrupt. Got to Microsoft.com and download win 10.
