Windows 10 screen tearing

Terrible screen tearing in the upper third of all computer monitors that only occers when a game is launched (on steam) and running in both full screen or windowed. V sync and fps target do nothing. Games tested civ 5, gta 5, counter-strike g.o..

Specs:
Windows 10
Amd fx-9370
Nvidia gtx 980(with newest drivers)
Gigabyte UD3

The latest nVIDIA drivers (these are dated August 31) purportedly solve a lot of screen tearing issues.
