So out of nowhere I get "Scanning local disk (C) and repairing" while starting up my pc. Once it finished i notice some of my apps icons were blank and other things not working right. Geforce experience wouldn't open and give me an error "NVIDIA installer failed". Also tried installing things like razer synapse or java but nothing works. Tried but i cant do that either i get "An error occurred while trying to uninstall (in this case Batlle.net) it may have already been uninstalled. But the app itself is working. So my guess is some files were deleted or something went wrong with the software.. but i cant uninstall/install anything so what am i supposed to do?https://gyazo.com/adbe69b0291d66b2fe2a085e117eefa1

Solution
I think you should go the full nuclear option here. Backup whatever important data you have to an external drive and do a full, fresh install of Windows. See this article for a how-to guide: https://www.howtogeek.com/224342/how-to-clean-install-windows-10/
can i get a parts list for the PC?

see if this helps:
right click start button
choose command prompt (admin)
type SFC /scannow and press enter
once its complete, copy/paste the next command (bolded) into same window and hit enter
DISM /Online /Cleanup-Image /RestoreHealth

SFC cleans and fixes system files, DISM cleans and fixes the files SFC uses to compare files, so if SFC failed to fix everything first time, re run it after DISM

Part list: Intel core i7-6700K
MSI GeForce GTX 1070
16 gb Crosair vengeance DDR4
WD Desktop 2TB 3.5
ASUS Z170

As for SFC and DISM, none worked SFC - Windows Resource Protection found corrupt files but was unable to fix some
of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not
supported in offline servicing scenarios.
DISM- Error: 0x800f081f
The source files could not be found.
Use the "Source" option to specify the location of the files that are required to restore the feature. For more information on specifying a source location, see http://go.microsoft.com/fwlink/?LinkId=243077.
I checked the SFC details and i can see some errors there one of them being "Cannot repair member file [l:7]'msi.dll' of Microsoft-Windows-Installer-Engine, version 10.0.14393.576"

I did try to reinstall but didnt work. I got a message along the lines "Resetting windows failed nothing has been changed"
