Windows 10 settings causing fps drops?

Are there any windows 10 settings that would be causing my fps drops because I have tested my pc parts and havent found any problem.

The only main one I can think of is in the POWER section which is called "PCIe link-state" or something similar. Mine was set high and that throttled the PCIe bus so my game FPS was as low as 40% of normal in some games.

We'd need more information if that's not the problem. Exactly what game, does a benchmark like Unigine Valley get the correct score or not?

Sometimes low FPS is caused by overclocking which causes the software to force the card to keep the frequency low. If so, delete the overclocking software after you reset the settings to default.

The fps drops occur on csgo and overwatch. I do not have anything overclocked. I have ran a benchmark before and I didn't notice any fps drops on the benchmark which is weird because it happens in game.

well, not sure what hardware you have, but if your CPU is too slow, or you don't have enough VRAM that can cause big drops in a game.

what do you have?

Windows version (i.e. W10 64-bit)
CPU (i.e FX-8350)
Graphics Card (i.e. GTX770 2GB)
System Memory (i.e. DDR3, 8GB)

updating the Power Profile settings, or creating a new one, to allow all hardware at full speed has helped others with these types of issues. Windows 10 tries to keep things as green as possible on it's default settings.
unless it is a hardware issue on it's own, we do need to see your specs to know.

Widows 10 64 bit
MSI Geforce Gtx 960
i5 4460
8gb of ddr3 ram

How do I update the settings?

There are comments related to stutter in OVERWATCH like this:

same for CSGO: https://www.reddit.com/r/GlobalOffensive/comments/4xkkds/300fps_but_csgo_is_stuttering_since_the_last/

*Please try OTHER games that are not online and see if they run smoothly. We need to see if it's your system or just these games.

They aren't normal because I use to play these games just fine and then all of the sudden I started getting fps drops.
