Windows 10 [Setup] keeps restarting on last step

I am installing windows 10 on a brand new PC that I just build so new HDD and everything when trying to install is gets all the way to the last step of the five (finishing up) and then it says "windows needs to restart to complete this process" and will automaticly restart and after the restart it just brings me back to the start where you are choosing your launguage ect. Please help!!

take the usb drive out and restart PC and see what happens?

you should remove USB at that stage or it will just go around in circles
