Question Windows 10 slow internet solved, irremovable ACPI faulty driver

i7-4790k, Z97 asus maximus vii hero, 16gb ram, asus 1070ti, ssd sandisk extreme pro 480, hdds
I've been trying to figure out why my various windows 10 x64 installs have been consistently brutalized by slow download speeds, massive jitter, caps at 10, 25 , 30 and 50Mbps. After hundreds of hours of troubleshooting, i've found that somehow the problem is tied directly to a driver listed as unknown and "needing further installation":

ACPI\PNP0A0A\2&DABA3FF&0 something seemingly from HP? (I don't own anything from HP)

If I uninstall it, I get full speed again for a a few seconds, but it soon reinstalls itself and I get capped

If disable it, I get full speed but then it goes back to capped though remains disabled.

unknown/ ACPI\PNP0A0A\2&DABA3FF&0 driver is back, it reinstalls itself nearly immediately. Disabling gives me full speed just for a few seconds.
Re-enabling and disabling gives me a few seconds of full speed.

One of the capabilities in the device properties is CM_DEVCAP_SILENTINSTALL, but I can't find that in the registry, only the property above it 00000020

pnputil.exe -e driver list does not display the unknown/hp driver as far as i can tell;

It's possible the acpi driver is not loading because there is a conflict. Try booting to safe mode with networking and see if the problem persists. If not will can do a clean boot and start adding programs will the problem occurs.
