Question windows 10 start menu Shutdown not working

ever since ive upgraded my pc to a Ryzen 2600 my pc has not been wanting to shutdown useing the windows 10 start menu, i can still use the start menu Restart and the case bottom still lets me shutdown my PC.
my windows 10 version is 1809 and im running windows 10 Pro

yes ive allready reinstalled it a few times to see if that would fix it which it didnt

This problem can occur because the power settings are damaged or incorrect or the Windows file is damaged.
