might want to swap to a new user, you can make it an admin and also copy all your normal users folders in c/users onto new user and not lose anything.

You still have access to all your old programs and its way faster than a fresh install.

It is kind of funny that a lot of people would like that bug.

try setting up another local account and see if it happens with it as well, might be a corrupted user profile

see bottom of page on how to make account without Microsoft account: https://support.microsoft.com/en-us/help/17197/windows-10-set-up-accounts

If its the same on new user, try the next two commands

right click start button
choose command prompt (admin)
type SFC /scannow and press enter

once its run, copy paste this in same window
DISM /Online /Cleanup-Image /RestoreHealth
