[SOLVED] Windows 10 startup got really slow along with random apps, some settings are reset as well

Two things jump out with the speccy.

You have a mismash for ram....2 different sticks.
May or may not cause problems.
Shop for a 2x8GB kit.

Your ssd is waaay too full.
Clean out 50-75GB.
