Question Windows 10 Startup Micro Stutter When Open An App First Time

I recently have an issue and I would gladly appreciate if someone could help me, I tried everything, I think I'm loosing my mind. When I restart Windows (Windows 10), the first application that I open, I have a small micro freeze (1 second), after that everything is fine. I noticed that sometimes 1 second micro freeze happens when I'm not using the PC for a while. I know that 99% percent wouldn't actually care about this, but unfortunately I do. I have done the following:

1. Reinstalled the latest nVidia driver, also tried with an older driver
2. Disabled all non-Microsoft apps from services (msconfig). In startup I one have one app.
3. Uninstalled the latest Microsoft Updates from 2024.
4. Disabled G-Sync / Freesync
5. Removed all the wireless USB sticks from peripherals
6. In Windows Performance Options I have tried with "Adjust for best performance"
7. Disabled GameMode and HAGS is already disabled
8. I run sfc /scannow and also deleted temporary files from Windows
9. I have also updated the drivers from the Motherboard website (network and sound).

One important thing to notice is that when I run in safe mode with networking this does not happen anymore. And also when I uninstall the nVidia driver.
 
Full system spec:
I5 12400F, Gigabyte RTX 3070 OC, 32 Gb Ram Kingston 3200mhz, Motherboard MSI PRO-B660-A-DDR4, SSD M2 Samsung 980 500gb and one SSD 1TB 870 EVO, PSU Seasonic 750W FOCUS GX 80 PLUS Gold, monitor LG 27GP850-B.

I have scanned again, but I scan every 3 weeks and not viruses. Ram test was performed 2 weeks ago with memtest86. no errors. The SSD was about 100gb left from 1TB, but since you mentioned I just freed some more. CPU temps are okish, havent notice any change since 1 year and 3 months ago when I build the PC. CPU Temp in IDLE is ~45 and GPU ~40 degrees, it's a bit hot here, but should be ok.

I did, it's the same. Now I have 400gb on the SSD with 1TB and 200Gb on the m2 with 500Gb. I have discovered something else. Some days ago I have disabled a service called SamsungMagicianSVC, it is related to Samsung Magician software.

The interesting this is that if I enable it the micro stutter moves when Windows is loading (the "Welcome Screen" for 1 second) and then everything runs fine. What kind of sorcery is this? Is my SSD faulty?

If i uninstall Samsung Magician, the microstutter moves when I open an application on Windows startup. I can't live without it and I can't live with it.

Did the fix, steam still kinda stutters a bit when opening it, whole pc still kinda stutters sadly.

stuttering is worse when i have my 1080p monitor connected.

I couldnt see 3440x1440 (my main asus) res in SRE, i added it using the custom. Maybe i should remove it
