Windows 10 Startup/Restart Problem

I am having a serious issue since upgrading to Windows 10.

When booting the computer from the OFF state:

I hit the power button, the lights and fans turn on. There is never a single "Beep" to indicate that the computer has booted correctly. The screens remain black and it never boots up. I have let it sit for an entire two days.

When going to Start and hitting Restart:

I get the "Restarting" screen..then screens go black. The lights and fans all continue to run but again, there is no "beep" to indicate a successful boot up. The screens will remain black.

The only way for me to get the PC to boot to the desktop is to hit the "reset" button on my case 5-10 times before it will actually restart the computer and take me to the desktop. I have to do this if I am booting from the OFF state or if I hit the restart button on the desktop.

I have tried to reset the PC and reinstall windows 10. I have updated my drivers and exhausted all of the automatic repair options available to Windows 10 that I am aware of. I am not even sure where to begin looking to narrow the problem down.

I have not been able to find any help on any other sites or Google searches.

My systems specs are in my signature.

I've experienced this a couple of times with failing GPUs. When it happened to me, the GPU fan spun up full speed but nothing ever came up on the monitor. Do you have an onboard GPU you can try? You could also try to ensure all connections within the case and good as well.

Would a failing GPU cause the Computer to not even boot up? I haven't tested by removing my GPU's because the computer itself isn't booting up. The problem is not just that the displays don't work.

Yes try that and other things like unplugging a USB device like the keyboard and reconnect. Also change to minimal startup services (Windows only) and enter Safe Mode to change back to regular startup. In my case disabling the Ethernet adapter when I shut down fixed the power management issue but I had to do that for two days, enabling the adapter to use when on.

Yes, it prevented my PC from booting. All fans would spin up but nothing happens. I think because my GPU was failing it was also causing the POST to fail so I couldn't even get into BIOS. I essentially had to press reset until it actually came up.

I don't think my Intel Integrated graphics are enabled. I cannot see them in my device manager and the ports do not seem to work when I plug my monitor in. It has been so long since I have done anything with any of this. Is there a way to turn it back on?

I'm guessing you disabled them in BIOS? If you can't get to BIOS with your integrated graphics hooked up you'll need to reset your CMOS. This will reset date, time, and any other changes you've made in BIOS in the past the factory default.

After the last update I got 2 or 3 notifications that the GPU was not working and the integrated graphics was being used. There was no change detectable however. There was then a power management issue of not shutting down. That is what was corrected as I described above. The graphics and power issues have not reappeared. My H97/Windows 10 system is the only one that lists the integrated graphics when a card is inserted. If nothing else a restore point could be used but that would include the graphics card in most cases.
Update: the build 1511 update.

I removed my graphics cards and unplugged all the USB devices. This did not solve the issue.

This is starting to get really frustrating to have to press my reset button for around 15 minutes to get the computer to boot every time.
