Windows 10 stuck at black screen with windows logo and spinning dots

I was installing some fans into my PC case, and now my PC won't boot up properly.

It will boot past the BIOS screen, go to the screen with the Windows Logo and spinning dots.

The screen then goes black for a second, and back to the same screen.

However now the spinning dots a lagging. I can move a cursor around the screen but other than that it is stuck at this point.

I disconnected the fans that I had just installed, wasn't expecting it to make a difference.

I can enter the UEFI screen fine. But the PC wont boot past the screen.

Okay I left my computer on for a while, and it did eventually get to the login screen. However this took a very very long time to do.

Hi i have a hp 5000 laptop and i tried to restart it to wipe everything and when i turn it it comres up with th blue 4squares and spinning circles on telling me to restart and i have done and am back at the spinning circles screen again i have tryd to take battey out i cant ss f12 wont let me has any 1 got some advice on what i can do to make it work again
