Windows 10 stuck in boot animation

My specs:

- i5-4670k
- GTX 1070
- 2x4 Gigs of RAM
- Windows is running on an SSD

Hey guys, I updated my PC today. I already had the creators update downloaded and installed before and the update I just downloaded was very small. The thing is that before I actually tried to run any game and it wouldn't let me. In some games it was even saying that my GPU doesn't support DX11 or similar things. I thought rebooting the computer would solve this problem. I never had this issue before today.

My PC is now stuck in the booting animation (Blue Windows logo and under that is a group of dots circling) before the actual login screen. I tried unplugging all my USB devices and even unplugging all other cables including my LAN cable.

Is there a way for me to boot into safe mode or get into Windows repair/recovery? I can enter the BIOS/UEFI, but it doesn't look like there's a way for me to enter safe mode through there.

Something I noticed during the boot sequence is that the screen with the blue windows symbol comes up twice. First the dots appear at a pretty smooth frame rate followed by a quick black screen and then the same screen, but the dots are moving a lot less smoothly.

EDIT1: I suspect it has something to do with my GPU obviously, but I don't know how to really boot my PC without it anymore. I can unplug it, but my monitor doesn't want to display a picture when I connect an HDMI cable to my motherboard.

EDIT2: I managed to unplug the GPU and connect my mobo to the monitor with a VGA cable. It booted up and everything worked perfectly. Now I have to somehow figure out why my GPU doesn't want to work. Anyone got any ideas?

Hey. I have had the exact same problem 2 times now, with same symptoms and everything (games not launching first and whatnot).
Both times I had to re-install Windows again, as I never found any other solution for it (or any other solution didn't work), which is a bit tedious.
Did you ever find if the issue was with your graphics card, and if it was, what was it?
Really hope this doesn't mean i have to invest in to a new one...
