Windows 10 stuck on startup after restore

I recently restored my PC. When I turn on my PC and get to the Hi There page, I am asked questions about language and region, but I can't answer them because my mouse and keyboard don't work and I can't click anything so I am stuck.

How do I solve this?

Use PS/2 style mouse and keyboard.

Your USB mouse/keyboard doesn't work because recovery environment doesn't have USB drivers integrated.

If you can't get PS/2 keyboard, then use windows installation media and reinstall windows.

Are you saying - they are broken?

If they are not broken, then they should work during installation procedure.
And once drivers are installed, they should work in windows too.

I don't have PS/2 keyboard, only USB port mouse and keyboard, but they wont work during the installation process.
