Windows 10 stuttering every few seconds

I'm having issues with stuttering on my self-built PC running Windows 10. I'm almost certain this is an issue with the OS because I tested running Linux Mint for a while without ever experiencing any type of stuttering. The stuttering can be described as a both audio and visual, with stutters occurring every few seconds with some intervals in between. Could you please suggest solutions for this issue?

I have updated all my drivers and flashed the most recent BIOS for my motherboard.

My specs are:

i5 6600K at 4.5 GHz (the problem occurs at any clock speed, this is not the problem)
MSI Z170 PC MATE
ASUS RX 480 8GB OC
8GB RAM
1TB WD BLUE 7200rpm
120 GB OCZ Trion SSD
XFX XT Series 600W 80 PLUS BRONZE
 


All seems normal, there no visible spikes in usage when the stuttering occurs. I doubt it can be a virus since I have made a clean install of Windows twice on this computer.

 
I'm experiencing the same issue. It doesn't matter if its the music YouTube a game audio and visual stutters for about 20 seconds every 1 min to 1 hour sporadically it doesn't matter if I shut down it starts right from boot. It started after the windows update that my laptop decided to do a couple nights ago, it was running perfectly smooth before the update virus malware and root kit scan have been done to no avail
 


This sounds like the exact same problem, I installed Windows 10 right from the start when I built my PC, and now that you mention the laptap, I have a laptop that came with Windows 8, and when I upgraded it to 10, the same stuttering happened a few times, even though it hasn't happened for a while and it was always a rare occurrence. Even so, this only proves to me that the problem is the way Windows 10 works with certain hardware. This is very frustrating, especially when I put so much time and care into choosing the best possible parts for what I could afford.
