Question Windows 10 Stuttering

Hi!

So my problem is my PC got stuttering randomly. My OS is Win 10 Pro 64. Firstly just when i start my PC got a 2-3 sec stuttering than works everything perfectly. Nowdays doing it randomly when I open a software or do nothing.

The screen randomly stops for 2-3 secs. I have 1 HDD, 2 SSD. I have tried every single method to make sure they are not the problem. They are works perfectly. I have reinstalled my Win 10 ORIGINAL to my other SSD. I have got a better performance, but the problem is still. Sometimes work perfectly for hours, sometimes doing this in every 30 minutes. I have checked the voltages and clocks, i have installed the newest BIOS versions. I have tried all default options, overclock options. RAM options to XMP. I checked the processor pins, everything normal.

I would like to say in same games got FPS drops(microlaggs) in: BF V, CSGO, League of Legends, PUBG.
My PC works perfectly in this games: BF 4, BF 1, CoD 4 MW, CoD 2, Overwatch

MSI Z370 Gaming Pro Carbon
i7 8700k 6/12 @ 4.5Ghz
GTX 1060 6GB
2x8GB DDR4 2666 Mhz RAM
120GB Samsung 850 Evo SSD
480GB Kingston A400 SSD
4TB WD Purple
FSP Hyper S 600W

Of course i have tried some drivers like the newest and older...

I have used the 120gb ssd for OS, i have reinstalled (and everything deleted from all drive) to 480GB SSD, it helped but problem not solved. I have reinstalled the the OS to 120GB SSD. Problem same. 70GB free currently on 120GB SSD,

I have tried that method. I wrote it in question. I have tried unplug with all drive.

So full fresh win 10 got stuttering with empty SSD and HDD.

cpu/gpu temp?
check event viewer for issue log?

Everything seems to be ok. CPU and GPU degree under 70 Celsius. Check event didn't say nothing.
