You can use Windows 10 but might need to install Windows 7 first as there are no available drivers for Windows 8 or 10. I have an old 775 system and had to install Windows 7 then do the free upgrade to 10 after. You can make a Windows 10 disc or bootable USB drive using Microsoft's Media Creation Tool: https://www.microsoft.com/en-us/software-download/windows10
You don't have to update Windows 7, just install it, install drivers, then use the Windows 10 disc or USB to upgrade it.
windows 10 has the drivers for older mb chipsets. as long as the pc has 4g of ram it should be fine. if it a new build and there no os on it yet. from another pc use an 8g usb stick and windows media creation tool. make windows 10 install usb stick. boot and install windows 10 on the new pc to try it. just click on skip when it ask for a oem key. you have 30 days to kick the tiers before you have to register it.

This may be a NOOB question, but how do I "make" Windows 10?

You can do a fresh install of 10 on LGA 775. Done several with no problems, the only consistent issue I've had has been older integrated Radeon graphics. Not lack of drivers, just issues with the Radeon control panel.
(edit for clarity) Zero issues on intel chipsets, minor annoyances on AMD of similar vintage.

Issue I had was lack of Ethernet and chipset drivers when trying to do a fresh install and the Windows 7 driver wouldn't install on 10. I've tried a fresh install a couple times now on that machine and always the same issues.
If it works for some, great, but this was the work around I was stuck with...
