Windows 10 Task Manager Displaying Incorrect CPU Usage

The task manager does not report the correct CPU usage on windows 10. I recently came across this problem only showing up a day ago, and I don't understand why and how this is happening. I used various programs and scenarios to show that it isn't a specific program causing this issue I used MSI Afterburner and AMD Overdrive to show my actual CPU usage. This problem is not very apparent when my CPU isn't being used more than 60%. At first I thought there was a virus, so I ran malwarebytes and to my surprise there were no viruses. After a while of searching on the web I could not seem to find any problem similar to mine.

CPU: A10-7700k @ 4.4 Ghz

It 100% matters what programs you have running, since CPU use is not just direct program use, but kernel times as well. A clean install is a hundred times more important than figuring out why three different programs report slightly different results.
 
I purposely used prime 95 to show that during a stress test those were the results I was getting. I set prime 95 to small FFTs as I was purposely trying to get CPU usage to the max. A few days ago I had the same setup with all my same programs running aside from prime 95 and was averaging 80% CPU usage.
