windows 10 unable to fully shutdown

I've been trying to fix this for months now. I've looked everywhere online and still cant find a solution that works. So here's what happens when i press the shutdown button on my PC or click windows then shutdown, what happens is it does what windows always does shutting down, but then when the screen signal is lost my PC is still running, so like all the fans are running and everything still receives power. I did a sfc /scannow and it gave me this return message.

k but heres the thing i freshly installed windows like i wiped my drive and reinstalled windows but i still get the same message. some really weird stuff is going on and i really need help.

It could be something in your Startup list. Start Task Manager by right-clicking an empty space on the taskbar, then click the Startup tab. There you can right-click and disable anything but your antivirus.
