[SOLVED] Windows 10 unable to restart properly

I see in task manager and feel I want a clean restart. I chose restart and when it starts it has Task manager open still .. I get concerned .. I chose "close all apps and shut down computer"
When I turn it on again and log in ... It starts up Task manager!!!!!! What the ..
