[SOLVED] Windows 10 uncontrollable scrolling

[Helpy Please]

After x amount of time on my PC the windows 10 menus will scroll uncontrollably. I have reset my pc, tried a different keyboard and mouse, updated all drivers and windows 10, tried signing into another account and back into the main, and flashed my BIOS. Nothing makes it go away. Could it be a faulting motherboard? Please help.

GPU- EVGA RTX 2080 TI
CPU- Intel i7-9700K
Ram- Corsair Vengeance Pro 32GB
Motherboard- MPG Z390 Gaming Plus
SSD- Samsung EVO 860 1TB
Power Supply- Gigabyte 100w
Keyboard- Logitech G910
Mouse- Razer Naga Trinity

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

if clean boot fixes it, it shows its likely a start up program. You should, over a number of start ups. restart the programs you stopped to isolate the one that is to blame.
