Windows 10 update 1709 will not install

For a couple weeks now I have not been able to update windows 10 to the 1709 version. At the moment every time I turn on my computer it says that it needs to restart in order to finish the update, but every time I restart it will take around 20 minutes to "update" but will always restart and say "Installing previous version of windows". I have tried turning off automatic updates while in control panel and disabling certain modules but they always seem to re-enable themselves. I have tried the windows update troubleshooter and still nothing. I also thought it was a storage problem cleared some more space on my hard drive but it didn't seem to help with the update.
 
Solution
Run Windows Update Troubleshooter from Settings > Update & Security > Troubleshoot > Windows Update.
It may give you info on what is causing the upgrade failure.

Then
1. Completely uninstall the antivirus program or any other security program from your system.
2. Disconnect any unnecessary peripherals, USB connected devices that you don’t need. (e.g. USB Wireless Mouse or Keyboard Receiver, USB Wireless Network Card, etc.).

My GW AIO is doing same. I think the issue is an incompatible driver or hardware. On my machine it appears to be the avermedia tv tuner. I’m able to do clean installs but not feature updates
