Windows 10 Using 2GB Memory When Idle

I am running Windows 10 64-bit and i have 8GB of memory. I closed all my running programs except some background apps like avira. I checked my RAM usage on task manager and it says 2.3GB although in the process tab theres no apps that is using a lot of memory. I cant even run CSGO while opening more than 4 chrome tabs because it will say low on memory and the game will crash...
