Question Windows 10 window drag lag

Hi guys,

So I've had this issue for a long time and just completely ignored it, as the PC overall is a powerhouse, but it's starting to annoy me now. When I drag ANY window, no matter if its a program, or a folder, device manager/discord/folder/chrome. Absolutely any window at all, it lags, almost as if it's running at like 10fps. My display is 3 monitors atm, I just upgraded from having 2, this issue existed back before upgrading to 3. I'll post a video below showing the odd issue including my specs.

It's confusing me, as I've done several reformat across the span of the last few y ears, and the issue always persists. My game performance is not affected, it's just general window movement.

I've tried a few things found online, such as going into windows performance and changing it from best performance, to best visuals etc, but nothing so far has worked.

Any help and ideas would be appreciated.
